Every game is placed in a tier by its minimum system requirements — the least your PC needs to start and play the game, not the settings or resolution you'll get.

Low-end PC

Games whose minimum requirements fit older PCs and laptops: up to 8 GB RAM and integrated graphics or a GTX 1060, GTX 1650 or RX 580-class card.

How tiers are decided

High-end — minimum RAM is 16 GB or more, or the minimum GPU is RTX 2060 / RX 5700-class or newer.
Low-end — minimum RAM is 6 GB or less and the minimum GPU is integrated or GTX 960 / RX 460-class.
Mid-range — everything in between.
